Littering fines buy cigarette bins

Money from littering fines has been used by North Lincolnshire Council to buy eye catching cigarette and gum bins for Scunthorpe High Street.
Smokers and chewing gum users are being urged to make use of the 50 specially designed bins from Urban Revolution.
Cabinet Member for Neighbourhood and Environment Len Foster said: "It's fitting that money raised through people who have been fined for thoughtlessly dropping litter and spoiling our neighbourhoods has paid for these bins."
"A lame excuse we hear from people who we catch dropping litter is that there aren’t enough bins about for them to use. More often than not fines are issued to those who are within feet of a litterbin. Now these people have no excuse."
